Importing Indonesian Tropical Plants
to the United Arab Emirates.

A regulatory and logistical roadmap for UAE plant retailers, landscape contractors and nursery importers bringing live flora from Indonesia. The Emirates form one customs territory but a federal quarantine state: the Ministry of Climate Change and Environment (MOCCAE) controls plant entry at the airport cargo terminal, and customs will not release the consignment until the Ministry does. Federal Law No. (7) of 2025 Regarding Agricultural Quarantine sets the frame. Article (6) requires disclosure at the point of entry and detention until release is approved, Article (7) makes inspection mandatory, and Article (12) makes soil, sand and untreated organic fertilizer a permit-gated entry rather than an absolute ban. Article (27) repealed the 1979 law, but its second clause keeps the regulations and resolutions issued under that law in force until the new implementing instruments are issued, so the operative detail still runs on the older instruments and a buyer should confirm the current executive regulations with MOCCAE rather than rely on the headline law. For wholesale nursery stock the practical sequence is a trade licence, a MOCCAE phytosanitary import permit covering the species before dispatch, a Barantan phytosanitary certificate, and an eDAS-attested invoice.

What the UAE importer must have in place before dispatch

1. A trade licence covering a plant activity. Only a UAE-registered company holding a valid licence from the relevant Department of Economy and Tourism, with an activity code for agricultural trade, a plant nursery or landscaping, can apply for MOCCAE import permits. Private individuals cannot import commercial wholesale nursery stock, which is why the licence is checked before a quotation is issued rather than after an order is placed.

2. A MOCCAE account and a permit application listing every species. Importers file through the Ministry's digital services using UAE PASS, on the service titled Import an agricultural consignment. The application must name each genus and species, and the permit has to list every taxon in the consignment. The Ministry's service page lists a permit validity of six months, an application fee of AED 100, and a turnaround of one to five working days.

3. The permit in hand before the aircraft is loaded. MOCCAE's phytosanitary import service requires the permit to be issued before dispatch, and the permit has to cover the species actually in the box. A consignment that lands without a permit, or with a genus the permit does not mention, is held at the point of entry and is not released except with the Ministry's approval. Article (14) of Federal Law No. (7) of 2025 gives the Ministry the power to prohibit or restrict import of articles regulated by the Phytosanitary Regulations, and it is that control the permit operationalises.

4. Invoice attestation and, if claimed, proof of origin. Commercial invoices of AED 10,000 or more must be attested electronically through the Ministry of Foreign Affairs eDAS 2.0 system at AED 150 per invoice before customs clearance. To claim the preferential duty rate the shipment also needs a Form IUAE-CEPA certificate of origin issued by Indonesia's Ministry of Trade. The phytosanitary certificate itself is authenticated by Barantan and does not require consular legalisation.

The clearance sequence, order by order

Where the importer sits in the chain decides which documents have to exist before the plants leave East Java.

1

Before ordering — trade licence, MOCCAE access, taxon check

The importer holds an agricultural trade licence, has UAE PASS access to the MOCCAE digital services, and has a customs client code with the emirate's customs administration. Foliaria checks the requested line against the UAE prohibited and restricted lists, including the palm and citrus restrictions, before quoting.

2

Before dispatch — phytosanitary import permit issued

The importer applies for the MOCCAE phytosanitary import permit and receives it before the consignment is dispatched, with every genus and species named on it. This is the step that cannot be compressed: a permit issued after the aircraft departs is of no use at the border, and a species missing from the permit is treated as unpermitted.

3

Before the flight — bare-root preparation, Barantan inspection, certificate

Roots are washed free of growing medium and the consignment is inspected by Barantan, Badan Karantina Indonesia. Barantan issues the phytosanitary certificate in English or as a bilingual Arabic and English document, with full botanical binomials, and MOCCAE expects the certificate to carry additional declarations that the plants were found free of UAE and GCC quarantine pests, free of live stages of Bemisia tabaci, Thrips palmi, Spodoptera spp. and Radopholus similis, and free of natural soil, sand or unauthorised growing media. That language is the issuing country's practice and MOCCAE's expectation, not statutory UAE text. Article (16) then requires the consignment to be exported within seven working days of the certificate's issue, extendable by the Ministry for the type of consignment, storage conditions and transport requirements. That is Foliaria's dispatch window, not an importer obligation.

4

Pre-arrival — eDAS attestation and customs pre-declaration

The importer lodges the eDAS invoice attestation, files the customs pre-declaration in Dubai Customs' Mirsal 2 system through Dubai Trade or in Abu Dhabi's ATLP platform, and files the MOCCAE release request for the imported consignment. The release inspection fee is AED 500 per commercial plant consignment, with AED 200 per sample added if laboratory analysis is required. Filing before touchdown is what keeps the physical inspection on the day of arrival.

5

On arrival — disclosure, detention, inspection

Article (6) of Federal Law No. (7) of 2025 requires anyone entering the State with articles regulated by the Phytosanitary Regulations to disclose them to customs officers at the point of entry; a customs officer who learns of their arrival detains them and notifies the Inspector, and detained articles are not released except with the Ministry's approval. Article (7) then makes inspection mandatory for imported consignments containing regulated plants, and its third clause requires verified safe disposal of waste from the means of transport and from sites used to treat imported plants. In practice the MOCCAE inspector checks documents, counts and identities against the permit, then examines the plants for insects, mites, scale, fungal pathogens and root hygiene.

6

Customs clearance — duty, VAT, gate release

Once MOCCAE issues the electronic release, customs assesses duty at 0% under IUAE-CEPA or 5% at the standard GCC rate, then VAT at 5% on the CIF value plus duty and clearance fees. Plant health release and customs release are separate decisions taken by separate authorities, and the cargo does not leave the terminal until both have been given.

Taxa Foliaria does not ship into the UAE

A page that only lists what can be shipped is marketing. These are the categories that are closed, restricted, or conditional — check them before you build a range around a species.

Sand, natural agricultural soil and untreated organic fertilizer — permit-gated, not absolutely prohibited. Article (12) of Federal Law No. (7) of 2025 lists sand used in agriculture, natural agricultural soil, and soil accompanying agricultural consignments as materials whose entry needs a permit from the Ministry or the Establishment (the Emirates Drug Establishment), and applies the same condition to untreated and non-sterilized organic fertilizers. Consignments with unwashed roots or native earth are refused or destroyed at the importer's expense. Every Foliaria consignment is bare-root and washed before packing, so this is a standing part of the protocol.

What a breach costs. Article (19) sets a fine of not less than AED 50,000 and not exceeding AED 500,000 for, among other things, introducing sand, natural agricultural soil or soil accompanying an agricultural consignment without the required permit, and for contravening a Ministry prohibition on import. Clause (2) sets a lower band of not less than AED 30,000 for other breaches, such as exporting without a phytosanitary certificate. Article (19) also provides for confiscation of the consignment, and Article (18) provides that the penalties apply without prejudice to a more severe penalty under any other law. Confiscation is separate from the fine, so a breach can cost both the consignment and the penalty.

Palm family (Arecaceae) — restricted. Live palms are controlled because of the red palm weevil, Rhynchophorus ferrugineus. Palms are restricted and require case-by-case MOCCAE approval, and are not covered by a general nursery stock permit. Foliaria does not ship palms to the UAE on a standard consignment.

Citrus and Rutaceae — restricted. Citrus material is restricted from regions associated with citrus greening and citrus canker, and is checked line by line rather than cleared by family.

Host plants of regulated pests — conditional or closed. Host species of fall armyworm, Spodoptera frugiperda, are subject to restrictions, and host species of Xylella fastidiosa are treated as high risk. Invasive aquatic plants such as Eichhornia crassipes and Salvinia molesta are listed as invasive and refused entry, with MOCCAE's decision as the authority.

How this is handled in practice. The export desk checks every catalogue line against the UAE prohibited and restricted schedules before the invoice is issued, and says so plainly when a cultivar cannot be shipped. If a variety is restricted, the alternative is a documented, permit-compliant preparation agreed with the importer — never a silent substitution.

CITES: the permit that must exist before shipping

MOCCAE is the UAE's designated CITES Management Authority, and the governing instrument is Federal Law No. (5) of 2025 Regarding the Regulation and Control of International Trade in Endangered Species of Wild Fauna and Flora, which replaced Federal Law No. (11) of 2002. The UAE applies stricter domestic measures than the Convention's minimum: any specimen listed in Appendix I or II needs an advance CITES import certificate issued by MOCCAE before the shipment leaves the exporting country, including Appendix II plants for which the Convention alone would require only an export permit. Each certificate covers a single consignment.

The Ministry issues electronic CITES certificates, and the import service for CITES-listed species is a distinct MOCCAE service from the agricultural consignment permit — both have to be in place, and the CITES application cites the Indonesian export licence details. For artificially propagated Appendix II plants the Indonesian exporter obtains the export permit from the Ministry of Environment and Forestry (KLHK / KSDAE) in Jakarta, and Foliaria supplies that document.

Standard tropical aroids — Monstera, Philodendron, Anthurium, Alocasia — and Hoya species are not CITES-listed and need no CITES documents. Orchids, cycads, succulent Euphorbia and Nepenthes do. Consignments mixing listed and non-listed taxa are separated before dispatch so a single orchid line does not hold up the whole inspection.

One customs territory, four cargo airports

The UAE is a single customs territory, so a consignment cleared at one emirate's airport can move to a nursery in another without a second import declaration. What varies is the emirate-level system: Dubai clears through Mirsal 2 on Dubai Trade, Abu Dhabi through the ATLP platform, and Sharjah through Sharjah Customs. MOCCAE quarantine units sit inside the cargo complexes at Dubai International, Al Maktoum International, Zayed International and Sharjah International. Because the law defines a Point of Entry as any port the Competent Authority approves for inspection, the airport has to be approved for agricultural consignments, not merely served by international freight.

Air transit from East Java to Dubai or Abu Dhabi is a 4 to 6 day carrier estimate from dispatch to collection; the flight itself is short, and the estimate covers consolidation, the freestanding certificate and release filings, and the queue at the cargo terminal. Inspection usually runs two to six hours after cargo discharge when the pre-arrival filings were lodged, and customs release follows within one to two hours of the MOCCAE release. Carrier schedules and terminal queues are not a commitment.

The timing constraint that matters most is origin-side. Under Article (16), the consignment must be exported within seven working days of the phytosanitary certificate's issue, so the permit and the Indonesian export documents have to be aligned before the certificate is applied for — not after.

Admissibility & Logistics FAQ

UAE Import Questions, Answered

Do I need an import permit to import plants from Indonesia to the UAE?↓
Yes. The importer must hold a MOCCAE phytosanitary import permit covering the species before the consignment is dispatched from Indonesia. The requirement comes from MOCCAE's phytosanitary import service and the Phytosanitary Regulations rather than from a numbered article of Federal Law No. (7) of 2025: the law's Article (14) lets the Ministry prohibit or restrict the import of articles regulated by the Phytosanitary Regulations, and the permit is the instrument through which that control is applied to ordinary plant consignments. Consignments that arrive without a permit, or that contain species the permit does not list, are detained at the border and released only with the Ministry's approval.
Is soil or sand ever allowed with a plant consignment?↓
Not absolutely: Article (12) of Federal Law No. (7) of 2025 prohibits the entry of sand used in agriculture, natural agricultural soil, and soil accompanying agricultural consignments without a permit from the Ministry or the Establishment, and it applies the same condition to untreated and non-sterilized organic fertilizers. Every Foliaria consignment is bare-root, so soil-free packing is a standing part of the protocol rather than a per-order choice: roots are washed free of growing medium and the phytosanitary certificate carries an additional declaration to that effect.
What documents must travel with the consignment?↓
The original Barantan phytosanitary certificate, the MOCCAE import permit, the airway bill, the commercial invoice and the packing list. Federal Law No. (7) of 2025 requires every agricultural consignment to be accompanied by a phytosanitary certificate authenticated by the competent authority in the exporting country, and MOCCAE expects the certificate to use full botanical binomials rather than trade descriptions. If the preferential duty rate is claimed, the shipment also needs a Form IUAE-CEPA certificate of origin issued by Indonesia's Ministry of Trade, and invoices of AED 10,000 or more need MoFA eDAS attestation before customs clearance.
Which airports can take plant cargo into the UAE?↓
MOCCAE maintains agricultural quarantine centres at the main airport cargo complexes, including Dubai International (DXB), Al Maktoum International (DWC), Zayed International in Abu Dhabi (AUH) and Sharjah International (SHJ). The law defines a Point of Entry as any port the Competent Authority has approved to carry out inspection activities, so the operative question is whether the specific cargo terminal is approved for agricultural consignments rather than whether the airport is international. On arrival, regulated plant material is disclosed to customs, detained, and not released except with the Ministry's approval.
What duty and VAT apply to Indonesian plants?↓
The standard GCC customs duty is 5% ad valorem on the CIF value. Under the Indonesia–UAE Comprehensive Economic Partnership Agreement, in force since 1 September 2023, qualifying Indonesian live plants under HS heading 0602 enter at 0% when accompanied by an authentic Form IUAE-CEPA certificate of origin. VAT is 5% on the CIF value plus duty and clearance fees; importers registered for VAT account for it through the reverse charge mechanism by linking their tax registration number to their customs client code.
Do aroids and hoyas need CITES documents?↓
Standard aroids such as Monstera, Philodendron, Anthurium and Alocasia, and Hoya species, are not CITES-listed and need no CITES documentation. Orchids, cycads, succulent Euphorbia and Nepenthes do. The UAE applies stricter domestic measures than the Convention's minimum: the importer needs a CITES import certificate from MOCCAE before the shipment leaves Indonesia, even for Appendix II specimens, and each certificate covers a single consignment. Foliaria supplies the matching Indonesian export permit for artificially propagated plants.
What happens if a species is not covered by the permit?↓
The consignment is refused or detained at the point of entry. Detained articles are not released except with the Ministry's approval, and the consignment stays in the terminal until the discrepancy is resolved. Article (19) of Federal Law No. (7) of 2025 sets a fine of not less than AED 50,000 and not exceeding AED 500,000 for introducing sand, natural agricultural soil or soil accompanying an agricultural consignment without the required permit, and for contravening a Ministry prohibition on import, and provides for confiscation of the consignment. Article (18) adds that the penalties apply without prejudice to any more severe penalty under another law.
