1. Regulation (EU) 2016/2031 & Mandatory Phytosanitary Certification

Under European Union plant health legislation (Regulation (EU) 2016/2031), every single plant entering the EU from outside the bloc requires an authentic Phytosanitary Certificate issued by the national plant protection organization (NPPO) of the exporting country. Unlike the United States, there is no small-order exemption; 1 plant requires the same official phytosanitary inspection as 100 plants.

Botanical export consignments prepared by Foliaria are submitted for official physical inspection and phytosanitary clearance by the Indonesian Agricultural Quarantine Agency (Balai Karantina Pertanian / Barantan). When issued, the certificate features official e-Phyto documentation with a verifiable QR barcode compliant with IPPC standards. Buyers must verify that their requested plant taxa are not listed as high-risk or prohibited under Commission Implementing Regulation (EU) 2018/2019.

2. TRACES-NT & CHED-PP Pre-Notification

Before your botanical consignment touches down at an EU Border Control Post (BCP), the European importer or their registered customs broker must log into the European Commission\'s TRACES-NT portal to generate a CHED-PP (Common Health Entry Document for Plants and Plant Products).

Major EU Botanical Border Control Posts (BCP):

  • Amsterdam Schiphol (AMS), Netherlands: Handled by the Netherlands Food and Consumer Product Safety Authority (NVWA). Fast-track release for commercial aroid greenhouses.
  • Frankfurt Airport (FRA), Germany: Handled by the Hessian Plant Protection Service (Pflanzenschutzdienst Hessen). Central European redistribution hub.
  • Paris Charles de Gaulle (CDG), France: Handled by the French Regional Directorate for Food, Agriculture and Forestry (DRAAF).
  • Brussels Airport (BRU), Belgium: Federal Agency for the Safety of the Food Chain (FASFC).

3. Export Preparation & Packaging Standards

• Pre-Flight Documentation Sharing: Once Barantan inspection is complete and documentation issued, digital copies of the Phytosanitary Certificate and commercial invoice are provided to the importer to support timely CHED-PP pre-lodgment in TRACES-NT.

• Calibrated Moisture Packing: Bare-root plants are wrapped in sterile sphagnum moss with carefully controlled moisture to prevent bacterial soft rot during transit through European hubs.

• Thermal Winter Packing: For colder destination corridors, insulated packaging and heat packs are utilized to protect plants from cold stress.

Frequently Asked Questions: European Union Plant Imports

Regulatory references regarding EU Plant Health Regulation 2016/2031, CHED-PP pre-notifications, and BCP inspections. Always verify requirements with your national NPPO before placing orders.

Can plants from Indonesia be imported into the European Union with soil?↓
No. Regulation (EU) 2016/2031 strictly prohibits the introduction of soil and growing media originating outside the EU. Consignments must undergo thorough bare-root washing to remove soil media and are packed in clean, soil-free media such as sphagnum moss with calibrated moisture.
What documentation is required for importing tropical plants into the EU?↓
Every European consignment requires an official Phytosanitary Certificate issued by the exporting country's NPPO (Barantan in Indonesia) declaring freedom from EU-quarantined pests. In addition, the European importer (or their registered customs broker) must be registered in TRACES-NT and submit a Common Health Entry Document for Plant and Plant Products (CHED-PP) prior to consignment arrival at the Border Control Post.
Which European Border Control Posts (BCPs) clear botanical cargo?↓
Primary designated European Border Control Posts (BCPs) handling botanical air freight entries include Amsterdam Airport Schiphol (AMS) in the Netherlands (NVWA inspection) and Frankfurt Airport (FRA) in Germany (Hessen plant protection service), as well as Paris Charles de Gaulle (CDG) and Brussels (BRU). Consignees must verify BCP operating hours and agent coverage before dispatch.
